If you quit Startup Disk without clicking Restart, it will go back to Startup Security Utility with a failure. This part was a bit confusing until I understood what was going on. Once connected, you can click Try Again, and Startup Disk will open: You can either connect ethernet or connect to a WiFi network by selecting the WiFi menu in the upper right corner.
